What is a temporary residence card?

Temporary residence card (TRC) is a document issued to foreigners to reside in Vietnam for a definite time by the immigration authorities or the Ministry of Foreign Affairs. Foreigners who want to work and live in Vietnam for a short time must apply for a temporary residence card.

TRC can be considered as a long-term visa. Unlike visas, temporary residence cards for foreigners in Vietnam have a longer period, and those who have a TRC are exempt from a visa, allowing them to enter and leave the nation several times according to work needs during the TRC period. Therefore, TRC can help foreigners save money and time.

Why do you need to apply for a TRC in Vietnam?

Where can you apply for a TRC in Vietnam?

Foreigners can apply for a temporary residence card at agencies, organizations, or from private individuals. They must then bring their paperwork to one of the three offices of the Immigration Department, which is part of the Ministry of Public Security.

Foreign citizens who are granted temporary residence cards in Vietnam

  1. Relatives of TRC holders, including parents, spouses, and children,
  2. Foreigners who are members of the board of directors of a joint-stock company
  3. Foreigners who are members of a limited liability company with two or more members
  4. Except for authorized representatives, foreigners who own a single-member limited liability company.
  5. Foreigners can get work permits to work in different kinds of businesses or in the offices of foreign companies.
  6. Foreign lawyers are licensed to work under Vietnamese law by the Ministry of Justice of Vietnam.
  7. Experts, students, and trainees under the national study-by-work programs signed between the ministries and approved by the government.

Procedures for granting TRC in Vietnam

Procedures:

Step 1: Gather all necessary documents.

Step 2: Submit your application.

The application is sent to one of the two offices of the Immigration Department: the Ministry of Public Security or the Ministry of Foreign Affairs.

The application is received and checked for legality and content.

  • If the application is complete and valid, it will be accepted, a receipt will be printed and returned to the applicants, and a date for the results to be returned will be set.
  • If the application is found to be invalid, the person taking the application will tell the person who filled it out to fill it out again.

Application time: Weekly from Monday to Saturday (except for holidays).

Step 3: Obtain the results

The applicant who comes to receive the result has to show the receipt, identity card or passport to the officer who returns the application results and compares them. Even if the application isn’t resolved, if a TRC is granted, the applicant will have to pay the fee, sign, and eventually get the TRC.

Results delivered on time: Weekly from Monday to Friday (except for holidays).

Dossier of application for TRC

1. Foreign workers who have been granted a work permit

  • A copy of the tax registration certificate
  • A copy of the sample registration certificate
  • A copy of the work permit with a term of 1 year or more
  • A copy of the temporary residence certificate certified by the ward public security
  • A copy of business registration certificate or other equivalent documents
  • 01 image of a valid passport, visa, and entry and exit card (enclose the original for comparison)
  • 04 3×4 cm card images with bare head, front view, obvious face, obvious ears, no colored glasses, and being taken not older than 6 months

2. Foreigners who are not granted work permits:

  • A copy of tax registration certificate
  • A copy of seal sample registration certificate
  • A copy of temporary residence certificate certified by the ward public security
  • Copies of documents proving that the applicant is not eligible for a work permit
  • A copy of the investment certificate or other equivalent documents
  • 01 image of a valid passport, visa, and entry and exit card (enclose the original for comparison)
  • 04 3×4 cm card images with bare head, front view, obvious face, obvious ears, no colored glasses, and being taken not older than 6 months.

3. Foreign workers’ relatives accompanying:

  • Copies of documents proving the purpose of applying for temporary residence confirmation
  • A copy of the temporary residence certificate certified by the ward public security
  • 01 image of a valid passport, visa, and entry and exit cards (enclose the original for comparison)
  • 04 3×4 cm card images of a bare head, front view, visible face, visible ears, no colored glasses, and taken no more than 6 months ago
  • The following documents may be required according to different particular situations: the legalized and Vietnamese-translated marriage registration certificate, birth certificate, and family relationship documents must be provided…

TRC durations

  • An expired TRC can be considered for a new one
  • TRCs labeled LĐ and PV1 are valid for no more than 02 years
  • TRCs labeled NN1, NN2, and TT are valid for no more than 03 years
  • TRCs labeled NG3, LV1, LV2, ĐT, and DH are valid for no more than 05 years
  • The issued temporary residence card will be valid for at least 30 days shorter than the remaining validity of the passport

Meanings of visa labels:

  • LV1 – Issued to people working in the Party Central Committee, National Assembly, Government, President, and guests with positions equivalent to Ministers, Deputy Ministers, Presidents, Vice Presidents of provinces and municipality
  • LV2 – Issued to people working for social organizations, the Vietnam Chamber of Commerce and Industry
  • ĐT – Issued to investors in Vietnam or lawyers working in Vietnam
  • NN1 – Issued to people who are heads of representative offices or non-governmental organizations in Vietnam
  • NN2 – Issued to persons who are heads of representative offices, branches of economic, cultural and other occupational organizations of foreign non-governmental organizations located in Vietnam
  • NN3 – Issued to people working for non-governmental organizations, representative offices, and branches of foreign economic, cultural and other occupational organizations in Vietnam.
  • TT – Issued to people entering Vietnam to visit their spouses or children who are Vietnamese or foreigners with Vietnamese visas labeled LV1, LV2, DT, NN1, NN2, DH, PV1, LD.

Valid Range and fee

1. Valid Range

  • The validity duration of a TRC is from 01 to 03 years
  • The validity duration of the TRC has to be shorter than the validity of the passport
  • Foreigners with passports under 01 year will not be granted a TRC

2. Fee

  • Temporary residence card valid for no more than 2 years: 145 USD/card
  • Temporary residence card valid from 02 years to 05 years: 155 USD/card
  • Temporary residence card valid from over 05 years to 10 years: 165 USD/card.

What to do if you lose your TRC?

The first thing a foreigner should do is go to the local police station to report the loss of their TRC. The local police will then confirm the report.

After the confirmation, the foreigner is able to reissue a new TRC in Vietnam. Why do foreigners have to do it again? It is because if they want to leave Vietnam, they must have a valid visa or TRC, otherwise they will not be allowed to leave the country.

Procedures for re-issuance of a lost TRC are as follows:

  • Invitation and sponsorship documents of agencies, organizations, and individuals;
  • 1 declaration of information about the foreigner applying for temporary residence, affixed with a photo and sealed for certification by the agency or organization;
  • 02 3×4 cm card images.
  • 01 copy of a valid passport, visa, and entry and exit documents (to be kept with the original for comparison);
  • 01 copy (enclosed with the original for comparison) of documents proving the purpose of stay in Vietnam (depending on different particular situations, different documents are required to be submitted including Investment License, Business Establishment License, License labor, Certificate of Board of Directors member, License to establish a representative office, certificate of marriage or birth, etc.).
  • In the event of the loss of a TRC, besides the provisions of the new application, the application must be enclosed with a written explanation of the reason for the loss or a written report of the loss of the card issued by the guarantee agency.

The time limit for settlement is no more than 15 working days from the date of receiving the valid application.
